Hanson <br />www.ctlittle-canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Jessica Jagoe, Code Enforcement Officer <br />DATE: November 2, 2006 <br />RE: Wild Animal Feeding <br />In January 2006, I received a complaint from Mr. Collins about his neighbors feeding of wild <br />animals and the rodent problem he was having as a result of her actions. Staff explained to Mr. <br />Collins that there was no ordinance in place to regulate his complaint. At that time, Mr. Collins <br />requested that the City Council consider an ordinance like the City of Shoreview that would not <br />allow the feeding of wild animals. Staff request Mr. Collins submit something in writing and <br />provide documentation supporting his request. In addition, address what things he has done to <br />his home to eliminate the rodent problem. Mr. Collins is now submitting his request. <br />I did contact the City of Shoreview regarding their intentional feeding of wild animal ordinance. <br />In tallying with the staff at Shoreview, their ordinance was established to eliminate the intentional <br />feeding of deer. The City of Shoreview had a complaint about deer roaming through a residents <br />yard on the way to a yard with feed on the ground. The neighbor was upset about their <br />shrubbery being trampled on and eaten at times. The City of Shoreview does not regulate <br />overfilling of bird feeders, spillage over the feeder from the installation of the food, or the <br />spillage of food from animals eating from the feeder. Again, Shoreview says their intent was to <br />eliminate the intentional feeding of deer. <br />City staff believes that there are a number of residents who feed the wild animals in the City. <br />We have received no other complaints about the feeding of animals or animal feed being placed <br />directly on the ground. Staff also believes the initial review of Mr. Collins complaint and request <br />to eliminate the use of grains, fruit, vegetables, etc. will still not resolve his problem. To copy <br />the ordinance provided by Mr. Collins, staff believes his neighbor would still be allowed to have <br />her bird feeder and feed as such. <br />Cc: Tom and Cindy Collins <br />1 <br />
