It is not known how many properties will volunteer but the preference <br />would be to have at least twenty in hot spot areas of the City. <br />A televising contractor was contacted to get pricing for the service. Televising costs <br />$145 per hour if the line doesn't need to be pre - cleaned. If the line needs to he pre - <br />cleaned the cost is $145 per hour of cleaning and then $80 for televising. The contractor <br />normally charges a two -hour minimum but said if the City is putting a program together <br />and paying for it then they can set up an efficient schedule that will allow them to televise <br />more services and charge just $145 per service. Other contractors will be contacted as <br />well to see if there are more favorable pricing options, hut the $145 per hour range should <br />be a good ballpark figure to start with. <br />Televising twenty services without pre - cleaning would cost $2900. Forty services would <br />cost $5800. If any pre - cleaning is necessary the costs will increase a minimum of $80 <br />per service that required cleaning. The difficult part is knowing whether or not a service <br />needs to be pre - cleaned. Staff recommends the City Council authorize up to $10,000 <br />to be used for televising sewer services. <br />Once the televising is completed staff and the City Council can put a plan together for the <br />next steps. This would be a starting point in the process. A policy will have to be made <br />to determine how repairs will be made and how they will be funded. Many cities require <br />the property owners to repair the service laterals at their expense and others have a cost <br />share program. <br />There are communities that have determined individual service I &I is significant enough <br />to require service lining or repair. However, the timing and method for investigating <br />service 1 &I and how any service repair work is paid for varies from City to City. The <br />process outlined above is our recommendation on how to obtain a general determination <br />if individual service line I &1 is an issue within our sanitary sewer system. Based on the <br />findings, it may be necessary for Staff and the City Council to develop a policy for <br />locating and repairing leaking services and how such improvements should be funded. <br />After the completion of the service televising Staff will report on the findings and what <br />steps may he warranted moving forward. <br />It should also be noted that staff is working on plans to inspect the sewer systems in the <br />mobile home parks in the City to determine if they may be contributing to the I &1 <br />problem. The North Star Estates is built on suspect soils near Ryan Industrial Park, and <br />the manager of the complex has found had joints in the past when he has made repairs. <br />Access to the system may be problematic but metering may be a possibility. A report on <br />the mobile home park sewer systems will he forthcoming. <br />
