The current uses of the two Rice Street properties are primarily office and office- service. <br />The potential zoning options for these uses include B -3 or B -4, and R -B, Residential <br />Business. The first two options are the zoning districts applied to the majority of the <br />City's Rice Street commercial area. These districts include the widest range of potential <br />commercial uses, including several conditional uses that might be considered <br />incompatible with the adjoining residential neighborhood. The R -B district is designed <br />to be a transitional district between commercial and residential, and allows single- and <br />two- family residential as permitted uses, and office and limited retail by conditional use <br />permit. <br />The R -B zoning district would appear to be best suited to the specific location, due to <br />the small lots (as commercial parcels are now judged), and the immediate proximity to <br />the other residential parcels along Iona Lane. The district limits the intensity of the <br />commercial activities, and requires conditional use permits that will allow the City to <br />review any significant change of use. <br />Summary and Recommendation <br />Planning staff believes that the R -B district is the most appropriate for the site, based on <br />the size of the parcels and the adjoining land uses.
