Memorandum <br />-Elf CRIN6 .ASSOCI -AT-{S <br />T OF •URT8 <br />TO: Little Canada Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: May 18, 2006 <br />RE: 2006 Street & Utility Reconstruction <br />Change Order #1 <br />Background <br />The City completed review of the sanitary sewer mains within the project areas prior to <br />the start of the project to verify the condition of the existing lines. During this review a <br />root problem was encountered in the existing Vitrified Clay Pipe (VCP) sanitary line on <br />Morrison Avenue between Demont Avenue and Rose Lane. In an effort to correct the <br />problem without replacement of the line, City crews have attempted to remove the roots <br />with in -line equipment. While they were able to clean a portion of the line, they were <br />unsuccessful on a segment of the line due to the amount and thickness of the roots <br />encountered. The attempts to remove the remaining roots were abandoned when a <br />minor backup of a residence occurred due to the high pressure water that is used in the <br />removal process and the blockage the roots were creating. It is felt that further attempts <br />at cleaning the roots from the lines would result in additional backups into residential <br />homes. <br />Due to the fact that the street will be torn up during the reconstruction project, we <br />requested the Contractor provide pricing for removal and replacement for the segment of <br />the sanitary sewer that was unable to be cleaned. In review of the quote, the prices <br />appear to be reasonable for the work requested and are lower than those received in the <br />bids last year for the replacement of the sanitary sewer on Carla Lane. A copy of the <br />quote for the work is attached for your information. <br />Summary and Recommendations <br />Due to the severity of the root problem and the inability to remove the roots from the in- <br />place line, it would be our recommendation to authorize a change order for the <br />replacement of the sanitary sewer line that was unable to be cleaned. If we proceed <br />with the work, the approximate replacement length is estimated at 200 -feet of the VCP <br />line and 7 service connections. However, the amount corrected may change in the field <br />as the correction is made and the line is inspected. The cost of the sanitary sewer <br />replacement is estimated at $8,970.25.
