Hanson <br />www.ci.little-canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Kathy Glanzer, City Clerk <br />DATE: May 17, 2006 <br />RE: Authorizing the Use of the Automark Ballot Marking Device <br />The Federal Help America Vote Act (HAVA) adopted in 2002 requires that every polling <br />place have a ballot marking device that provides a means for individuals with disabilities <br />to vote privately and independently. Federal grant monies have been provided to local <br />counties to coordinate the purchase of these machines as well as to train local election <br />officials. <br />In reviewing various machine options, the Secretary of State certified one machine, the <br />Automark, for use in the State of Minnesota. As a result, Ramsey County has purchased <br />these machines and they will be used in this fall's elections. During the 2006 elections <br />the Automark machine will be set up to allow visually handicapped individuals to mark <br />their ballots privately and independently. It is anticipated that the use of this marking <br />machine will be expanded for future elections. <br />Part of the implementation process requires the City Council to authorize the use of the <br />Automark ballot marking device. Attached is a resolution providing that authorization. <br />As part of this year's election process, information will be provided to the general public <br />on the use of this ballot marking machine. The machine will also be on display in the <br />lobby of the City Center for demonstration purposes later this summer. <br />1 <br />
