FAA c� }P RENTAL LICENSING MANAGER MEETINGS Back In addition to mandatory licenses, a voluntary program has been developed --oviding property owners and landlords the opportunity to partner with the immunity, to promote and maintain Burnsville's high quality of life. The STAR Program has varying levels of commitment by property owners. operties are awarded a STAR Level of A, B or C depending on these commitments. In addition to the good will generated by attaining a high STAR level, owners /landlords may lessen their exposure to fines for their participation in i e program. There is no fee to participate in the STAR program, and the benefits will help to otect your investment. The different levels of the STAR Program and their requirements are as follows: L, lAR LEVEL C: • Use a Crime Free Housing Lease Addendum (English, Spanish, Russian) or equivalent. • Provide a copy of Third Party Background Check procedures for Tenants to -ity upon request. (A list of background check companies is available from ne licensing office) Multi- family (5 or more units) must supply • a copy of rental criteria regarding persons with criminal backgrounds • a copy of Third Party Background Check procedures for Managers /Employees. • Sign an agreement to permit City involvement in eviction of tenants (part of application). • Sign an agreement to permit City enforcement of traffic laws upon the Property (part of application). STAR LEVEL B: meet all requirements for Level C, plus the following: • 25% attendance at Multi- Housing Manager or STAR meetings (single family STAR meetings are currently being evaluated). • Provide to the City copies of HUD and /or Insurance Inspection reports (also under evaluation for single family). • Property Owner attends City Crime Free Multi- Housing training. Mufti-family (5 or more units) must also: • Host annual National Night Out party. f"AR LEVEL A: meet all requirements of Levels C & B and add the following: 9% attendance at Multi- Housing Manager or STAR meetings (single family _TAR meetings are currently being evaluated). • Property Owner (managers for multi - family) training greater than 10 hours per year by MMHA or equivalent as approved by the City and STAR Participants. -5- -i..p: //www.ci.burnsville.mn. us/ government / Departments /Licensing /rental /ST AR.htm 6/9/2006
