MINUTES
CITY COUNCIL
OCTOBER 27, 2004
PRELIMINARY
PLAT
REVISIONS &
GRAD LNG
AGREEMENT —
GER.VAIS HILLS
RESOLUTION NO. 2004 -10- 259 — APPROVING THE RENEWAL OF
AUTO REPAIR AND AUTO SALES LICENSES FOR VALOR
ENTERPRISES FOR THE LICENSE PERIOD THROUGH JUNE 30,
2005
The foregoing resolution was duly seconded by Blesener.
Ayes (5) LaValle, Blesener, Allan, Fahey, Montour.
Nays (0). Resolution declared adopted.
The City Administrator indicated that the developer of Gervais Hills
has done a good job in trying to accommodate additional drainage
from the surround area within his plat. As the Council will recall,
the preliminary plat was approved subject to the developer moving the
cul -de -sac 60 feet to the south so that there was room for the additional
ponding area recommended by the City Engineer. However, in redrawing
the preliminary plat, the developer indicated that it was feasible to move
the cul -de -sac only 40 feet to the south. As a result, the additional
ponding area has dead storage capacity of about 50% of what the City
Engineer is recommending and live storage at 84 %. Moving the cul -de-
sac the additional 20% is problematic due to the existing topography and
drainage that comes from Viking Drive and Highway 36.
The City Administrator suggested that to further address drainage
problems in this area, the City will be looking at curbing issues along
County Road B -2 and other means to provide sediment control.
The City Administrator felt that the developer has done a good job in
trying to work with the City and has taken steps that will result in
substantial drainage improvements for the area.
Blesener asked about making the pond deeper. John Whitcomb, Gervais
Hills developer, indicated that there is a reduction in the return in making
a pond deeper. Whitcomb felt that the Gervais Hills plat is providing as
much ponding as possible with the available land. He noted that the plat
still meets ail the City ordinance requirements and no variances are being
requested.
Blesener noted that the ponding proposed is a 750% increase from what
was originally proposed. Fahey agreed that the developer has worked with
the City.
The Administrator noted that the changes that the Council is seeing this
evening can be incorporated as part ofFinal ,Plat approval. This evening
the developer is seeing approval of the grading agreement for the
development. The developer is hoping to have the grading work done this
