Hanson <br />Purpose <br />As part of the City's General Storm Water Permit under the National Pollution Discharge <br />Elimination System (NPDES) / State Disposal System Permit program for Small Municipal <br />Separate Storm Systems (MS4s), we are required to hold a public hearing during a City Council <br />meeting to present and discuss the City's Storm Water Pollution Prevention Program (SWPPP) <br />for 2005 and proposed activities for 2006. This public hearing has been noticed and will be held <br />at the June 28 meeting. At this meeting, I will briefly review the report and answer any questions <br />you may have. As a requirement of the permit the public must be allowed to provide written or <br />oral input on the report and general permit as well. <br />Background <br />The Minnesota Pollution Control Agency (MPCA) requires that the City of Little Canada obtain a <br />permit to operate a Municipal Separate Storm Sewer System (MS4) in accordance with the <br />National Pollutant Discharge Elimination System (NPDES) Phase II permit program. The <br />primary goal of this permit is to restore and maintain the chemical, physical, and biological <br />integrity of the waters of the state through management and treatment of urban storm water <br />runoff. This permit has to be renewed every five years and requires annual accomplishment <br />submittals. The original permit that the City had been working under was challenged in court and <br />a new format was developed. The City has since applied for coverage under the new permit, <br />which began on June 1, 2006. It will expire in 2010. <br />Annual Report <br />The original permit application was submitted in accordance with MPCA requirements in March <br />2003. Coverage under the revised permit has just started. The permit requires the submittal of a <br />yearly report to the MPCA, by June 30th of each permit year, to demonstrate the progress in <br />complying with the permit goals. Attached is the standard annual report form. The information <br />obtained from the public hearing will be added before it is sent to the MPCA. <br />Action <br />With City Council authorization, the annual report will be submitted to the MPCA by the June 30, <br />2006 deadline. <br />2 <br />
