MINUTES <br />CITY COUNCIL <br />MARCH 22, 2006 <br />FEE <br />STUDY <br />CALL <br />WORKSHOP <br />TO <br />REVIEW <br />COMMUNITY <br />SURVEY <br />RESULTS <br />CALL <br />WORKSHOP <br />TO <br />REVIEW <br />ZONING <br />ORDINANCE <br />800 MHz <br />AGREEMENTS <br />LaValle stated that he has some ideas about how to address this issue and <br />will discuss them with City staff. It was the consensus of the Council to <br />withdraw their direction on the fee study. Further discussion of the issue <br />will be scheduled at an upcoming meeting. <br />The City Administrator reported that the results of the Community Survey <br />have been tabulated, and recommended that a workshop be scheduled so <br />that Bill Morris of Decision Resources can present his executive <br />summary to the Council. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006 -3 -77 — SCHEDULING A WORKSHOP <br />MEETING FOR WEDNESDAY, APRIL 26, 2006, AT 6:00 P.M. TO <br />RECEIVE THE RESULTS OF THE 2006 COMMUNITY SURVEY <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The Council discussed the timing for a workshop to begin its review of the <br />City's Zoning Ordinance. It was the consensus of the Council that staff <br />should schedule the date and time based on a survey of Council members <br />as well as the Planning Commission. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2006 -3 -78 — SCHEDULING A WORKSHOP <br />MEETING TO REVIEW THE CITY'S ZONING ORDINANCE ON A <br />DATE AND TIME TO BE DETERMINED BY CITY STAFF <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator submitted an 800 MHz Joint Powers Agreement <br />as well as Subscriber's Agreement with Ramsey County for Council <br />approval. The Administrator reviewed his report dated March 17th which <br />raises some concerns about agreement language. He anticipated that there <br />would be some reticence in modifying the agreements given that the Cities <br />of St. Paul and Maplewood have executed these agreements with the <br />County as drafted. <br />15 <br />
