{LFERING -ASSO(I-ATIS
January 4, 2006
File No. 120045E -0060
Honorable Mayor and City Council
City of Little Canada
515 Little Canada Road East
Little Canada, MN 55117-1633
RE: MARKET PLACE POND WELL
RECOMMENDATION OF AWARD
Dear Mayor and Council Members:
TMJt MOAAI
Quotes were requested for the installation of an irrigation well near the Market Place pond to
augment the water level in the pond. Quotes were obtained with a deadline of 12:00 pm,
December 9, 2005. Three (3) bids were received from the following companies:
Corporation Bid Amount
E. H. Renner & Sons, Incorporated $17,314.00
Bergerson - Caswell, Inc. $21,333.50
Mark J. Traut Wells, Inc. $22,254.00
E. H. Renner & Sons was the low bidder with their bid appearing to be in order and in
compliance with the bid requirements as set forth in the Contract Documents. In addition, they
have completed other municipal projects of similar nature in an acceptable manner.
The project specifications originally required that the electrical controls for the well be placed in
a proposed Metro Transit structure on Market Place Drive. After further discussions with Metro
Transit representatives, it now appears that the structure will not be constructed in the near
future. With the transit structure being delayed there are two options for the well installation that
the City could pursue. The well drilling could proceed and the control portion of the contract be
removed or a small panel installed near the well to house the electrical components could be
added. The panel would be approximately 12" high x 12" wide x 8" deep and could be enclosed
within a decorative rock. We have discussed modifying the electrical portion of the contract with
E. H. Renner & Sons and they have verbally agreed to do so.
The installation of the well requires a variance approval from the Minnesota Department of
Health. A preliminary application was submitted to the Department of Health, but final review
and approval cannot be obtained until the Well Contractor's information and signature are
included on the application. Therefore, based on a review of bids, we recommend award of the
project to E. H. Renner & Sons in the amount of $17,314.00. The award would be contingent on
the Minnesota Department of Health approving the well variance.
Itr 010406 council award
10062 Flanders Court NE, Blaine, MN 55449 — Ph: (763) 780 -0450 — Fax: (763) 780-0452
