MINUTES <br />CITY COUNCIL <br />DECEMBER 14, 2005 <br />COUNTY <br />ROAD B <br />PURCHASE <br />AGREEMENTS <br />® APPROVING THE ANTENNA /EQUIPMENT CHANGE ON <br />THE WATER TOWER REQUESTED BY NEW CINGULAR <br />AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE ON BEHALF OF THE <br />CITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5), <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the City has received three <br />purchase agreements for its property that is for sale on County <br />Road B. These purchase agreements are from Sean Coatney for <br />the development of an office /warehouse condominium project as <br />discussed earlier in the meeting, from TOPC, LLC for the development of <br />a warehouse distribution center, and from DaVern for the development of <br />an assisted living complex. The Administrator reviewed the summary <br />information that he prepared for each of these projects. He further <br />indicated that before he would make a recommendation on these projects, <br />the City Attorney should review the individual purchase agreements. <br />Blesener stated that he has not had sufficient time to review each of the <br />individual projects, therefore, was not comfortable making a decision this <br />evening. Allan agreed pointing out that the Council just received the third <br />purchase agreement today. <br />LaValle asked about the potential for the assisted living development to be <br />sold and convert to tax exempt status. The City Attorney indicated that he <br />would have to research that issue and would report back to the Council. <br />Reg Plowman, R. J. Marco, reviewed the development proposal being <br />made by TOPC, LLC. Plowman described the rendering of what the <br />22,000 square foot office /warehouse distribution building might look like <br />on the County Road B site. Plowman indicated that if the Council accepts <br />the purchase agreement, plans would be developed for the distribution <br />center. Plowman noted that the development would be a single-use of the <br />site. The office area in the front of the building would be two -story in <br />height, and there would be semi truck access around the building. It is <br />anticipated that there would be four to five semi deliveries to the site <br />spread over three days of the week: Tuesdays, Wednesdays, and <br />Thursdays. There would be twelve delivery vehicles leaving the site each <br />weekday and returning about 4 p.m. <br />Blesener noted that the purchase agreement submitted by TOPC contains a <br />number of conditions. Plowman reported that this is their basic purchase <br />10 <br />
