(F) Statements for sewer charges for the preceding quarterly period shall be mailed <br />to each customer on or before the 15th day of January, April, July, and October of each year. <br />Any account which remains unpaid thirty (30) or more days after the bill is mailed is a <br />delinquent account. A penalty in the amount of ten percent (10%) of the unpaid balance shall <br />be added to each delinquent account. Any pre - payment or overpayment of charges may be <br />retained by the City and applied on subsequent quarterly statements. <br />(G) Once annually, notice shall be provided to all account holders and owners with a <br />delinquent balance notifying them of the delinquency. If the delinquent accounts remain unpaid <br />after the payment date specified in the notice, an administrative charge as established by City <br />Council resolution shall be assessed on these delinquent accounts, and this fee along with the <br />delinquent sewer charges, including penalties, shall be certified by the City Council to the <br />Ramsey County Department of Property Taxes for collection with taxes due against said <br />premises. In the event that the administrative charge is to be certified for unpaid water charges, <br />pursuant to Section 1601.300(G), the administrative charge for unpaid sewer charges shall be <br />waived. <br />(H) Exceptions to the sewer rates set forth above and the water service charge set <br />forth in Section 1601.300(A) shall apply to senior citizens and disabled citizens who otherwise <br />would be subject to sewer use charges. Any such senior citizen or disabled citizen, as <br />hereinafter defined, shall become eligible for reduced sewer and water service charge rates as <br />established by City Council resolution by signing an application provided by the City affirming <br />that he or she is owner and head of household at his or her address and is receiving Retirement <br />Survivors Insurance or Disability Insurance under the Social Security Act. The applicant must <br />also verify that their annual household income is below the low income level established by the <br />U.S. Department of Housing and Urban Development. For the purpose of this subsection, a <br />senior citizen shall be a person sixty -five (65) years of age or older, the owner and head of a <br />household, and entitled to benefits under the Social Security Act. A disabled person is defined <br />as one who is sufficiently disabled as to qualify for Disability Insurance benefits under the <br />Social Security Act and is also the owner and head of his or her household. <br />205.150. PENALTIES AND ENFORCEMENT. <br />(A) Any person violating any provisions of this Code shall be guilty of a <br />misdemeanor and upon conviction thereof shall be punished by a fine as established by City <br />Council resolution or by imprisonment in the county jail for a period not to exceed ninety (90) <br />days, or by both. <br />(B) Whenever any building has not been connected to the municipal sanitary sewer <br />system as required in Section 205.020 hereof, the Health Officer of the City shall serve a written <br />notice upon the owner or occupant to install plumbing and make such connection as required by <br />this Code within thirty (30) days after service of said notice, and if the owner or occupant fails <br />to install plumbing and make a sewer connection to the City sanitary sewer system within thirty <br />(30) days after such written notice is given and proof of such service of notice has been filed <br />205 -9 <br />
