MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 2, 2008 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 2nd day of <br />January, 2008 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 5:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Ms. Barb Allan <br />Mr. John Keis <br />Mr. Michael McGraw <br />Mr. Rick Montour <br />ALSO PRESENT: <br />City Administrator <br />City Clerk <br />Mr. Joel Hanson <br />Ms. Kathy Glanzer <br />CITY The purpose of tonight's workshop meeting is to review the pricing, <br />ATTORNEY qualifications, and references of the seven firms that submitted proposals <br />INTERVIEWS in response to the City's Request for Proposals for legal services. <br />Interviews have previously been conducted of representatives from all <br />seven firms. <br />Based on a poll of the Council, the firms of Kelly & Fawcett and Hughes <br />& Costello were identified as potential finalists in the process. The <br />Council discussed the pros and cons of hiring separate firms for civil and <br />prosecution services, noting that Kelly & Fawcett does both civil and <br />prosecution, while Hughes & Costello does prosecution only. The <br />Council felt that both firms were very well qualified to perform the legal <br />services outlined in their proposals. <br />It was the consensus of the Council that the City Administrator contact <br />each firm to discuss pricing. There was agreement that civil legal services <br />should be priced at an hourly rate, and that prosecution legal services <br />should be priced at an hourly rate with anot-to-exceed maximum. Based <br />on this additional negotiation factor, the City Administrator will then <br />submit a recommendation to the City Council for consideration at its <br />January 9th meeting. <br />The Administrator was also instructed to discuss the City's pending <br />litigation matters with both firms and determine whether their <br />
