MAYOR
Bill Blesener
COUNCIL,
Jirn LaValle
Rick Montour
Barbara Allan
John Keis
515 Little Canada Road, Little Canada, MN 55117 -1600 ADMINISTRATOR
(651) 766 -4029 / FAX: (651) 766 -4048 Joel R. Hanson
www.ci.little-canacla.mn.us
To: Mayor Blesener & Council Members
From: Shelly Rueckert, Finance Director
Re: Credit Card Acceptance
Date: February 3, 2006
As you know, one of the goals from the 2005 goal setting sessions was to "explore
options for accepting credit card payments."
For background information, this issue was last discussed by the Council in 2001 (see
exhibit A). At that time the recommendation was to not have the city implement the
acceptance of credit cards due to the cost of the program.
Subsequent to that time, this issue has been discussed internally by staff a number of
times. The conclusions of these discussions generally were similar to the Council's
decision in 2001. The question as to who should bear the cost of the fee was the main
concern.
In revisiting the acceptance of credit cards, we included a question in the community
survey regarding credit cards as to which party should bear the responsibility of
processing costs. While the survey is not 100% complete, the survey company has
provided us with results for this particular question (see exhibit B). The sentiment of the
residents is that the processing cost should be borne by the card users.
We have surveyed what other surrounding cities are currently offering for credit card
services (see exhibit C). As you can see, the cities accepting credit card payments do not
charge a fee to do so.
