bridge and completing said design with consensus among the impacted jurisdictions, earlier
construction becomes much more likely. This is due to the project being "ready to go" should
funding become available (this can occur due to delays in other projects even if additional money
is not forthcoming). Representative Scalze is carrying legislation in an attempt to secure funding
for the design of a new bridge. A new bridge is the best solution to this entire situation as it
would alleviate current traffic problems and likely enable the construction of a new
Park & Ride facility. Furthermore, it would eliminate the concern that a new bridge could
seriously impact an "existing" Park & Ride.
Staff recommends we send a letter to Tom Weaver, Regional Administrator of the Met Council
that outlines our support for transit, our concerns with exacerbating problems at this intersection,
the need for a new bridge over Highway 36, and the hope that they will thoroughly consider our
opinions in making their decision. To that end, staff has drafted the attached letter for your
consideration. If you agree with this approach, we would also forward copies to Roseville,
Maplewood, Ramsey County, and Met Transit.
cc: Representative Scalze
2
