The <br />property is zoned R -1 Single Family Residential, and is encumbered by the Xcel Energy <br />power line easement over the southern portion of the parcel. The property is 1.26 acres <br />in total area, and the owner is seeking a subdivision that would create one additional <br />building site. There is a single family home and detached garage currently on the <br />property. <br />In the R -1 zoning district, lots must be no less than 75 feet in width, and 10,000 square <br />feet in area. In addition, principal buildings on the property must be no less than 7.5 <br />feet from the property line. The applicant's proposal shows a new lot of 12,037 square <br />feet in area, with 75 feet of frontage on Payne Avenue. The existing home is located on <br />the larger remaining parcel which would be just under one acre, including power line <br />easement. <br />The application does not detail the setback of the existing home to the new property <br />line. Based on the Ramsey County base map data supplied by the applicant, the house <br />would appear to be more than the minimum 7.5 feet from the proposed line. If verified, <br />the proposed subdivision would meet all of the requirements of the zoning ordinance. <br />The subdivision ordinance also requires that new subdivisions provide drainage and <br />utility easements along all lot lines. <br />Prior to final approval, the applicant should provide a survey of the property that verifies <br />the required setback from the existing home, includes the new legal descriptions of the <br />two parcels, and also includes the required drainage and utility easements. With this <br />survey, the application should be able to be approved as proposed. <br />
