MINUTES <br />Parks & Recreation Commission <br />February 7, 2006 <br />Mans recommended accepting cash in lieu of land for the park charge on the Paisley property <br />located at 3078 Payne Avenue. <br />Motion seconded by Gray. <br />Motion carried 6 — 0. <br />The Commission expressed concern that the cash option of the park charge is much less than the <br />land value. They felt that the City's park charge ordinance should be compared to what other <br />cities charge and then increased if appropriate. The Director stated that he has already been <br />researching this matter and has found that many cities are requesting more money than what <br />Little Canada has been charging. The Commission formally requested that the City revisit this <br />fee. <br />PROGRAM The Commission was given a list of the proposed program fees for 2006 in their agenda packet. <br />FEES Sackett Glaser asked what drives program fees. The Director stated that paying officials, <br />facility rental, and equipment drives cost. <br />The Director commented that the Little Canada Recreation Association (LCRA) has been <br />supplementing 20% of the fees for youth activities. He indicated that they have a night at the <br />bingo hall now where they will be earning money to help pay for large ticket items for the youth <br />such as playgrounds, etc. <br />The Director stated that adult softball fees are an average of what other cities charge so our fees <br />fall into the middle. Sackett Glaser felt that we could possibly charge more since our complex <br />is so nice compared to others. The Director expressed concern in doing so due to the fact that <br />the leagues have not been full. The Friday night league had to be cancelled last year due to lack <br />of registrations. Additionally, some of the other leagues offer more games than we do. He <br />commented that adult softball is a good money generator and he would review this matter again <br />next year. <br />Sackett Glaser asked why the fees for the lower shelter were the same on all days of the week. <br />The Director stated that the lower shelter does not see a lot of use any day of the week. <br />Typically, people use the lower shelter without obtaining a permit. The upper shelter receives <br />the most rentals. The Director indicated that he would consider offering 'A day rentals at the <br />upper shelter where two different parties could rent the shelter on the same day if it seemed <br />warranted. <br />Boss recommended approving the proposed parks and recreation program fees for 2006 as <br />submitted. <br />Motion seconded by Steinert. <br />Motion carried 6 — 0. <br />NADEAU PK. The Director stated that the Nadeau Park Observation Deck is included in the 2006 budget. <br />DECK He commented that this item was discussed by the Commission in the past and a $7,500 figure <br />Page 2 of 3 <br />
