Hanson <br />www.ci.lithe-canada.rnn.us <br />MEMORANDUM <br />TO: Members of the Planning Commission <br />FROM: Joel Hanson, City Administrator <br />DATE: February 1, 2006 <br />RE: <br />Property Division and Rezoning <br />141 County Road B <br />City Booster Station Property <br />As you can see from the attached map, the City owns a parcel of property on County <br />Road B, the southeast corner of which sits the City's Water Tower Booster Station. St. <br />Jude Medical has expressed interest in the majority of this site for ponding as well as <br />additional parking at the time they develop the third phase building addition (they are <br />currently constructing phase two). <br />As you can see from the minutes attached, the Council is agreeable to transferring the <br />majority of this site to St. Jude. To do so requires a property division, lot combination, <br />and rezoning of the property to be transferred from Public to Planned Unit Development. <br />It should be noted that in developing phase two, St. Jude Medical did not ask for any tax <br />increment financing assistance. There was some limited TIF assistance to St. Jude on the <br />initial phase of their County Road B development. The consensus of the Council is that <br />this land transfer would serve as an incentive for St. Jude to proceed with phase three at <br />some time in the future. In addition, it relieves the City of maintaining this parcel and <br />puts the property on the tax rolls, limited value that it may be. <br />The lot split as proposed complies with applicable zoning codes, including setback <br />requirements. (The front yard of the Booster Station does not meet setback requirements, <br />but this proposal does not impact that fact.) <br />
