I received the statement of intent from Mr. Sanders on <br />Wednesday, February 15 and have included it with this memo along with the project plan <br />and the letter stating materials removed and quantity of sand being imported. <br />Staff recommends that Council approve the beach sand blanket with the condition that <br />Natural Environments acquires a grading permit for the work and abides by the <br />recommendations made by Mr. Germundson of the D.N.R. It is staff's opinion that the <br />D.N.R. and Watershed District have much more knowledge of water quality and <br />shoreland districts than the City, and, therefore, we should defer to their opinion on <br />matters such as this one. In this case, both the Watershed District and the D.N.R. have <br />approved the project.
