League joins MVST coalition Page 2 of 2 <br />supporting passage of a bill that would clarify in state statute how the money would be spent. SF 2445 (Murphy, DFL- <br />Red Wing) provides that if the constitutional amendment dedicating 100 percent of the MVST to transportation purposes <br />is approved by voters, the proceeds will be statutorily dedicated when fully phased in as follows: 60 percent to the <br />Highway User Tax Distribution Fund, 38 percent to metropolitan transit, and 2 percent to greater Minnesota transit. SF <br />2445 would assure equitable distribution of the funds without jeopardizing the 2006 ballot initiative. <br />While the Minnesotans for Better Roads and Transit coalition opposes efforts to change the language of the <br />constitutional amendment because it believes such efforts could make the amendment vulnerable to a repeal or to <br />changes that would weaken its chances of passage, it does not oppose efforts to secure a statutory distribution of the <br />motor vehicle sales tax, such as 40 percent to transit and 60 percent to roads. <br />What your city can do <br />• Adopt a resolution in support of the MVST constitutional amendment (download a pdf of a sample resolution). <br />• Send a news release to your local media announcing your city's support of the MVST constitutional amendment <br />(download a sample news release for greater MN cities or metro area cities in MS Word). <br />• Join the Minnesotans for Better Roads and Transit coalition -- individuals, organizations, and local units of <br />government are welcome to join.
