Manson <br />Attached is a proposed letter of support that St. Paul Regional Water System (SPRWS) would <br />like us to send to the Commissioner of Health in support of possible bonding funds <br />($10,000,000) in this legislative session. (Note: This project is not in the recommended bonding <br />program for this session. However, SPRWS would still like us to document our support to see if <br />they can generate legislative interest this session as well use in future sessions.) <br />The interconnect project referenced in the letter would allow either entity to obtain water from <br />the other in the event of critical situations (contamination issues, terrorists, supply concerns). <br />The system would consist of dual; 42 -inch pipelines between the two systems that could supply <br />about 60 million gallons of flow either direction. The estimated cost for this system is over 34 <br />million dollars; but redesign options may lower that cost somewhat. <br />Another issue that is being addressed between the two entities is the cost split. Given that <br />Minneapolis' system is larger, it appears they will be paying a greater percentage of the project <br />costs. Little Canada, as a SPRWS customer, will get to review any agreements before they are <br />finalized to ensure the project meets our needs. <br />While this is an expensive undertaking, having a backup source of water supply makes sense. <br />Therefore, staff recommends approval of the attached letter. <br />
