radio, and programming and other costs required to put the radio in the same operational condition it was in when <br />assigned to SUBSCRIBER. If there are more requests for these radios than can be accommodated, COUNTY will <br />prioritize allocations. These assigned radios will have a generic code plug using common county and regional <br />interoperability talk groups. <br />4.5 Allocation of Subsystem Resources <br />COUNTY will allocate to SUBSCRIBER, on a fair and non- discriminatory basis, sufficient Subsystem resources <br />including, but not limited to, Talk Groups, Announcement Groups, Radio Unit IDs, and Alias IDs, in order to <br />provide SUBSCRIBER with an equivalent grade of service afforded to other comparable Subsystem Subscribers. <br />4.6 Monitoring of SUBSCRIBER Talk Groups <br />COUNTY may periodically monitor talk groups allocated to SUBSCRIBER for SUBSCRIBER'S internal use for <br />Subsystem management purposes, including, but not limited to, maintenance, troubleshooting, performance <br />assessments, unusual traffic patterns (sudden jump in usage), and policy and procedure compliance checks. <br />COUNTY monitoring of SUBSCRIBER'S talk groups may occur at any time, for any duration, may be without <br />notice, and is subject to recording. <br />4.7 Radio Operator Training <br />COUNTY will provide SUBSCRIBER with access to end user radio training, instructional materials, and training <br />instructors as made available or provided to COUNTY from the Metropolitan Emergency Services Board, or its <br />successor, or other sources for the deployment of radios included in SUBSCRIBER'S initial purchase, at no cost to <br />SUBSCRIBER. However, COUNTY will not be responsible for reimbursement to SUBSCRIBER of <br />SUBSCRIBER'S internal costs related to attendance of SUBSCRIBER staff at such training. Once the initial <br />training is provided, SUBSCRIBER will be responsible for the cost of training new employees and for providing <br />refresher training. COUNTY and SUBSCRIBER may agree to provide future training cooperatively. <br />4.8 Database Administration <br />COUNTY will manage and administer the Subsystem database records containing the information related to <br />inventory, configuration, programming history, software version control, radio IDs, service levels, and statistical <br />usage analysis, for SUBSCRIBER -owned radios used on the Subsystem. <br />4.9 Radio Station Licenses <br />COUNTY shall hold and administer all FCC licenses on behalf of all Subscribers of the Subsystem. SUBSCRIBER <br />shall operate, as authorized, mobile, portable and control station units under COUNTY'S FCC radio station <br />licenses. <br />4.10 Nothing herein shall constitute a representation or warranty by COUNTY that the Subsystem shall operate <br />without error. <br />5. SUBSYSTEM OPERATIONS AND MANAGEMENT <br />5.1 Department Division <br />COUNTY shall operate and manage the Subsystem under the direction of a System Manager as a division within <br />the Office of the Ramsey County Manager. This division will include all aspects of Subsystem planning, <br />operations, maintenance, and management. The division will deal with the Subsystem backbone including network <br />connections, base radio stations, antennas, microwave and fiber optic systems, and will address subscriber unit <br />related issues such as maintaining the Subsystem database and managing access to the Subsystem by subscriber <br />unit users. <br />5.2 Subsystem Operations and Users Group /Subsystem Policy Group <br />A Subsystem Operations and Users Group shall be made up of representatives of the Subsystem users and <br />membership shall report to the Subsystem Policy Group. The Subsystem Operations and Users Group shall review <br />and make recommendations to the Subsystem Policy Group on matters such as the proposed budget for the <br />800 MI-1z Subsystem Subscriber Agreement -enter name ofentirv- entter time period <br />6 of 1212 <br />
