NORTHWEST ASSOCIATED CONSULTANTS, INC.
4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 55422
Telephone: 763.231 .2555 Facsimile: 763.231 .2561 planners@nacplanning.com
MEMORANDUM
TO: Little Canada Planning Commission
FROM: Stephen Grittman
DATE: March 3, 2006
RE: Little Canada — "Housekeeping" Ordinance Amendments
FILE NO: 758.10 — 06.01
Background
This memorandum forwards three proposed amendments that are intended to close
recently discovered holes in the current Zoning Ordinance. The first re- introduces
outdoor storage into the 1 -1, Light Industrial District as a Conditional Use Permit. Prior
to the revisions to the B -W District a few years ago, the outdoor storage clause was
located there, and the 1 -1 District allowed that use by reference from the B -W District
language. However, the revised B -W District eliminated outdoor storage as a use,
thereby inadvertently removing it from the 1 -1 District as well. This ordinance is
intended to remedy that situation.
The second ordinance addresses the enforcement process for Conditional Use Permits.
The current language only provides for revocation of permit where the property owner
has failed to comply with conditions. The revised ordinance would also provide for
enforcement by citation and fine.
The third ordinance addresses the process by which violations are charged and sent on
to the District Court. The current language discusses the results of a successful
citation, but does not technically provide for such citations to be issued. The proposed
ordinance fixes this problem.
Summary and Recommendation
Planning staff recommends approval of the ordinance amendments to address the
stated concerns.
pc: Kathy Glanzer
Steve Westerhaus
Lee Elfering
