515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ci.little-canada.mn.us
MEMORANDUM
TO: Mayor Blesener & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: March 17, 2006
RE: CDBG Joint Cooperation Agreement
MAYOR
Bill Blesener
COUNCIL
Jim LaValle
Riek Montour
Barbara Allan
John Keis
ADMINISTRATOR
Joel R. Ranson
Attached is a letter from David Twa, Ramsey County Manager, asking us to approve a revised
cooperation agreement for continued participation in the Community Development Block Grant
program. With suburban Ramsey County cities joining together through this cooperation
agreement, we generate an annual allocation in excess of $ 1,000,000 to be used for community
development purposes. We have been participating in this manner since 1985 and we have
directly shared in some of the proceeds in past economic development projects in addition to
benefiting from those done on a countywide basis.
Mr. Twa's letter provides greater explanation. It also notes that we could opt out of this process.
This would allow us to compete for funds on an annual basis. However, it is my opinion we are
much better off in the joint effort with a stable, annual allocation of funds that benefits suburban
Ramsey County. Therefore, staff recommends we adopt the amended and restated joint
cooperation agreement with the Ramsey County Housing and Redevelopment Authority as
presented.
1
