I- Ianson <br />RE: Items Related to Ramsey County's 800 MHz Radio System and Dispatch Service <br />A. Joint Powers Agreement with Ramsey County for Dispatch Services <br />B. Countywide Public Safety Radio Subsystem Subscriber Agreement <br />For more than two years, Ramsey County has been in the process of planning and implementing <br />a new 800 MHz radio communications system that will serve as a subsystem to the region -wide <br />800 MHz systems. As part of this process, one of the County's goals was to develop a new <br />dispatch center that would serve all of the cities in the County as well as the Ramsey County <br />Sheriffs Department. Last year, the County reached agreement with the cities of St. Paul and <br />Maplewood to consolidate dispatch services. As part of these discussions regarding consolidated <br />dispatch, suburban communities were concerned about the allocation of costs for the new <br />dispatch center. Ultimately, it was agreed that dispatch center operating costs would be funded <br />60% on the countywide tax levy and 40% based on calls for service. Under this proposed <br />formula, the City's costs for dispatch services will be similar to our current payment for dispatch <br />services to the Sheriffs Department. <br />The County is requiring that cities that receive dispatch services enter into the attached Joint <br />Powers Agreement (JPA). The JPA incorporates the general terms and conditions of the <br />dispatch center operations. Some of the key provisions include: <br />Term — the .IPA is in effect until December 31, 2016 and shall be automatically renewed <br />for additional 1 -year periods alter the initial time frame. <br />Committees — the JPA includes the formation of both a policy committee and a Dispatch <br />Users Group. Each of these committees has representatives from both St. Paul and <br />suburban communities. Staff feels the communities that contract with the Sheriff's <br />Department for police services should band together and promote one candidate to `fill a <br />suburban position. To date. a council member from Arden Hills has expressed interest. <br />The Mas'or of Shoreview may also be interested. I also believe Vlavor Blesener would be <br />willing to serve. <br />1 <br />
