MINUTES <br />CITY COUNCIL <br />JANUARY 9, 2008 <br />JPA WITH The City Administrator presented a proposed Joint Powers Agreement <br />MAPLEWOOD with the City of Maplewood for the Walter Street Trail Connection from <br />FOR WALTER LaBore Road. This agreement has been reviewed by both cities as well <br />STREET as the League of Minnesota Cities. The agreement provides for the <br />TRAIL apportionment of construction and on-going maintenance responsibilities. <br />CONNECTION Staff is recommending approval of the agreement subject to Maplewood's <br /> approval. The Administrator noted that staff is also recommending <br /> authorization to bid the work once the Agreement is approved by the City <br /> of Maplewood. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOLUTIONNO.2008-1-10 -APPROVING THE JOINT POWERS <br />AGREEMENT WITH THE CITY OF MAPLEWOOD FOR THE <br />WALTER STREET TRAIL CONNECTION ONCE APPROVED BY <br />MAPLEWOOD, AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE THE AGREEMENT ON BEHALF <br />OF THE CITY, AND AUTHORIZING THE CALL FOR BIDS FOR <br />THIS PROJECT ONCE THEAGREEMENT ISAPPROVED BY <br />MAPLEWOOD <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />APPOINTMENTS Council reviewed the report submitted by the Parks & Recreation Director <br />TO THE PARKS relative to appointments to fill the three vacancies on the Parks & <br />AND Recreation Commission. Four applications were received for three <br />RECREATION vacancies. These were from Thomas Maida, Caroline Smith, Kevin <br />COMMISSION Steinert, and Ruth Steinwall. It was noted that Steinert and Steinwall are <br />incumbents to the Commission. The Council acknowledged that all <br />applicants are very qualified and would serve the City well. <br />By ballot of the Council, Thomas Maida, Kevin Steinert, and Ruth <br />Steinwall were appointed to the Commission to serve terms extending <br />from January 2008 through December 2010. <br />INSURANCE The City Administrator reported that the City has utilized American <br />AGENCY Agency as its insurance agent for the past several years at an annual fee <br />SERVICE of $3,900. American Agency has submitted an Agency Service <br />AGREEMENT Agreement to continue that relationship for 2008. Their initial proposal <br />was for an increase in the service fee, but upon further discussion, agreed <br />to retain the fee at $3,900. Council asked if the City would seek RFP's for <br />this service in the future. The Administrator felt that was something that <br />9 <br />
