Hanson <br />To: Mayor Blesener & Members of City Council <br />From: Bill Dircks, Public Works Superintendent <br />Date: April 7, 2006 <br />Re: Water Tower Inspection <br />The city has had in its budget an item for repainting the water tower for the past couple of <br />years. The tower still looks to be in decent shape so we haven't made the decision to <br />paint it to this date However, it is now due for another inspection. It was last inspected <br />in November 1999. <br />I met with Mr. Shawn Mulhern of KLM Engineering to see how we should proceed. Mr. <br />Mulhern and his company performed the last inspection and Mr. Mulhern was the <br />engineer For AEC Engineering when the tower was repainted in 1990. It was Mr. <br />Mulhern's opinion that the tower may still be in good enough shape to last a few more <br />years. He said it should be inspected so that the interior of the tank could be evaluated to <br />make sure it is still in good condition. Based on the information he had from the 1999 <br />inspection, he didn't feel it was necessary to do a full float -down inspection. Technology <br />has advanced to the point where they can put sterilized remote - controlled video <br />equipment (ROV) into the tower to perform the inspection without emptying the tank. <br />The city sought quotes for the project of inspecting the tower without doing a float -down <br />of the water level. Quotes were received from KLM Engineering, Liquivision <br />Technology, and TKDA Engineering. All quotes have been included for your perusal. <br />KLM had a quote of $2800 for an inspection using an ROV. Liquivision Technology is a <br />company from Oregon that called to ask if The City would like a quote. I gave them <br />some very general information and they returned a quote of $2990 for a diver inspection. <br />The price would decrease to $2490 if they were able to perform the work in one day. <br />TKDA provided a quote of $2700 to perform an inspection using just a raft to inspect the <br />high -water line where the ice does most of its damage in the winter. TKDA does not <br />have the ability to use a diver or ROV inspection without renting one. The price would <br />increase in that case. <br />Due to the fact that KLM is known as an expert in tank inspection and Mr. Mulhern has <br />been involved in past water tower projects in Little Canada, staff recommends accepting <br />the quote from KLM Engineering to inspect the tower using an ROV for $2800.
