4/3/06 <br />MEMORANDUM OF UNDERSTANDING <br />To: Sue Gehrz, Mayor <br />Falcon Heights City Council <br />From: Joel Hanson, City Administrator <br />Little Canada City Council <br />Subject: Terms of Agreement for Recruitment Services <br />Date: Thursday, April 06, 2006 <br />The purpose of this letter is to outline our understanding of the services desired from the <br />City of Little Canada relating to the recruitment of the Falcon Heights City Administrator. <br />Our main interest in providing this service is to assist The City of Falcon Heights in <br />whatever way possible to help ensure that this recruitment effort is successful. <br />Scope of Work: <br />1. Review and comment on the position description used for this position. As part <br />of this review, we will identify and request concurrence from the City Council <br />regarding the desired professional skills and management style for the next City <br />Administrator and develop a grading system consistent with those skills and <br />style. <br />2. The City of Little Canada will review and grade each application received, based <br />on the desired skills /style criteria defined by the City Council of Falcon Heights <br />on April 12, 2006. This review will be completed by April 19, 2006. <br />3. The City of Little Canada will present a confidential summary list of the 20 <br />highest ranked candidates based upon the grading scale, with a detailed <br />summary of the skills and qualifications of those 20 candidates. <br />4. The City of Little Canada will attend whatever meetings, including interview <br />sessions, as requested by the City of Falcon Heights. <br />5. The City of Little Canada will assist with background checks and references if <br />needed. <br />6. The City of Little Canada will notify applicants about the status of their application <br />and will assist with arranging for interviews if needed. <br />It is our understanding that the City of Falcon Heights will retain responsibility for the <br />following areas: <br />1. Final approval on every aspect of this process. <br />2. Establishing priorities for desired skills and management style for candidates. <br />3.
