MINUTES <br />CITY COUNCIL <br />JUNE 27, 2007 <br />with the City's auditor. The Director reviewed the remaining sections <br />which include "VII. Capital Budgets ", "VIII. Street Maintenance ", "IX. <br />Debt Management ", and "X. Purchasing ". The Director noted the <br />proposed policy on seeking proposals from service providers and <br />consultants at least every five years. The Administrator noted that this <br />provision was gleaned from the sample policies we reviewed and is typical <br />of what other cities are doing. It was suggested that this time period be <br />staggered, so that the City is not obtaining proposals for all service <br />providers and consultants in a given year. <br />Blesener suggested the City's adoption of a fiscal policy will be beneficial <br />to the City in obtaining improved bond ratings, etc. The Director asked <br />when the Council would like to begin implementing this policy. Blesener <br />suggested that that decision be made at the time the Fiscal Policies <br />document is adopted. <br />The Director indicated that she would make the changes to the Fiscal <br />Policies document discussed this evening. The document will then be <br />presented to the Council for final approval. <br />HOTEL / The City Administrator reviewed his report dated June 22, 2007 <br />MOTEL identifying eight potential site locations for a new hotel pursuant to the <br />RFP City's goal to "Conduct REP for Hotel /Motel ". The Administrator <br />reported that these sites were selected based on their location and <br />development/redevelopment potential. <br />The City Administrator reported that he has discussed the hotel concept <br />with George Sherman, who has indicated that he would be interested in <br />submitting a proposal, Sherman feels that the market would be pretty <br />strong given the lack of hotels in this area outside of St. Paul. The <br />Administrator also noted St. Jude's continuing expansion and :their interest <br />in havinga hotel in the area. <br />The Council reviewed the eight potential sites identified by the City <br />Administrator, and it was their consensus that the Administrator determine <br />the availability of the following sites: <br />Site #3 — Viking Drive cast of Rice Street <br />Site #5 Country Drive Redevelopment Area <br />Site #7 — Former Knox Site <br />This information will then be presented to the Council for review and <br />further action as outlined in the City's action plan for this goal. <br />3 <br />21 <br />
