Ilia 18ou <br />RE: Little Canada Road Project <br />Authorize Expenditure for Xcel Estimate for Utility Undergrounding <br />Authorize Appraisals for Right -Of -Way Acquisitions <br />As discussed at the Council's April 41h Workshop Meeting, the County will be improving Little <br />Canada Road from 35E to Edgerton Street. In planning the scope of this project, one decision <br />point is whether or not to underground utilities. The City paid Xeel Energy for an engineered <br />estimate for the undergrounding of utilities from Edgerton Street to McMenemy Road ($5,000). <br />That estimate is $416,250. Xcel Energy did a preliminary estimate for undergrounding from <br />MeMenemy Road to the freeway and that amount is $416,250. In order to get a truer estimate <br />for this section, Xcel Energy requires the $5,000 payment. City staff feels that the engineered <br />estimate is necessary in order to make a better informed decision on the undergrounding issue. It <br />should be noted, however, that even with the detailed estimate, the costs of an undergrounding <br />project can vary (30% plus or minus according to Xcel). <br />Another issue of discussion at the Workshop Meeting related to the need for right -of -way <br />acquisition as part of this project. Based on the right -of -way information submitted by the <br />County, it appears that additional right -of -way is needed from the following properties: <br />Gas Station at 300 Little Canada Road <br />4 Residential homes at 316, 328, 334, and 336 Little Canada Road <br />Residential home at 2635 Edgerton Street <br />Staff would recommend that appraisals be obtained for the needed rights -of -way at the properties <br />listed above. Right -of -way is also needed from St. John's Church, but staff would like latitude in <br />determining whether appraisals are necessary at this time given other potential trade -offs with <br />the property owner. <br />Staff is requesting that the Council authorize the expenditure of $5,000 to Xcel Energy for a <br />detailed undergrounding estimate, as well as authorize the expenditure for appraisals for needed <br />rights -of -way as outlined above. <br />
