<br />CITY OF LITTLE CANADA <br />RAMSEY COUNTY, MINNESOTA <br />RESOLUTION NO. PC2025-09-4 <br /> <br />RESOLUTION APPROVING AN INTERIM USE PERMIT TO OPERATE A <br />RETAIL CANNABIS DISPENSARY AT 75 LITTLE CANADA ROAD WEST <br /> <br />WHEREAS, Feelin MN LLC, represented by John DeRosa (“Applicant”), submitted <br />Planning Case 1446, an application for an Interim Use Permit (“Permit”) to operate a state-licensed <br />retail cannabis dispensary at 75 Little Canada Road West, located in the City of Little Canada, <br />Ramsey County, Minnesota, with PID Number 062922320057 (“Property”); and <br /> <br />WHEREAS, retail cannabis is a permitted interim use within the C-2 zoning district under <br />the City’s adopted cannabis ordinance; and <br /> <br />WHEREAS, the Planning Commission reviewed Planning Case 1446 at its regular <br />meeting on September 11, 2025, and recommended approval of the Interim Use Permit, finding <br />that the proposal met all applicable evaluation criteria; and <br /> <br />WHEREAS, the City Council held a duly noticed public hearing on September 24, 2025, <br />in accordance with Minnesota Statutes and the City’s zoning ordinance, and reviewed the <br />application for an Interim Use Permit, with discussion focused on applicable findings and <br />recommended conditions; and <br /> <br /> WHEREAS, City staff supported approval of the Permit and recommended conditions to <br />ensure compliance with state and local cannabis regulations and compatibility with the site’s <br />zoning district; and <br /> <br />WHEREAS, the proposed cannabis retail use is allowed as an interim use in the C-2, <br />Corridor Mixed District and complies with all applicable zoning regulations; and <br /> <br />WHEREAS, the use conforms to the Specific Development Requirements for cannabis <br />retail businesses under City Code Section 914.070, including requirements related to use type, <br />residential separation, product visibility, and minimum buffers from schools and youth-oriented <br />park features; and <br /> <br />WHEREAS, the use will not impede the normal and orderly use or development of nearby <br />properties, nor substantially diminish property values, as the site is self-contained, meets all <br />parking requirements, and is compatible with the surrounding land uses; and <br /> <br />WHEREAS, the proposed retail use is not expected to be detrimental to public health, <br />safety, or welfare, and the applicant is subject to oversight by the Office of Cannabis Management; <br />and <br /> <br />WHEREAS, the applicant has submitted a ventilation plan that includes a self-contained <br />HVAC system, commercial air purifiers, pre-packaged products, and staff have no evidence to <br />suggest that the use will result in a nuisance by emissions; and <br />
