STAFF REPORT

TO: Mayor Fischer and Members of the City Council

FROM: Bill Dircks, Public Works Director

DATE: September 24, 2025

RE: Approve Country Drive Sidewalk Proposal

ACTION TO BE CONSIDERED:
Motion to approve Country Drive Sidewalk Proposal from Bolton & Menk in the amount of
$53,400, which includes plans and specifications, property owner coordination, and permitting.

BACKGROUND:
The rehabilitation of County Drive from Little Canada Road to South Owasso Boulevard is set
for construction in 2026. That section of road was identified in the city’s sidewalk and trail map
as a future sidewalk project.

Staff asked Bolton & Menk for a proposal to design the plans and specifications for adding the
sidewalk along with the road rehabilitation. After completing the plans and cost estimates, staff
can then provide the City Council a recommendation on whether doing this project together with
the road rehab is feasible.

If it is not feasible, the completed plans can be put on the shelf and will be ready when the
project can become a reality.

STRATEGIC PLAN:
The 2030 Strategic Plan identified the strategic direction of Delivering Dynamic Community
Spaces. This strategic direction states that:
Little Canada desires to connect the community by linking trails and sidewalks and
creating a community building for public gatherings. The City places a high value on
keeping a small town feel and sense of community.
One of the goals identified was to: Refine and execute plans for trails & pathways.

Completing sidewalk plans and specifications for this section of road supports the city’s strategic
plan.

SOURCE OF FUNDS:
This item will be funded by the Infrastructure Fund (450), which has sufficient funds for this
proposal.
