<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Sam Magureanu, Finance Director <br /> <br />DATE: September 24, 2025 <br /> <br />RE: Amend Finance Policy – Add 10% Charitable Gambling Use of Funds Policy <br /> <br /> <br />BACKGROUND INFORMATION: <br />The 10% Charitable Gambling Fund accounts for the amounts received and related to the City’s <br />charitable gambling contributions. These funds may only be used for expenditures identified in <br />Minnesota Statutes, section 349.12(7)(a). <br />This policy sets citywide guidelines to ensure strong budgetary and financial controls surrounding <br />the use of the 10% Charitable Gambling Fund resources. <br /> <br />FISCAL IMPACT: <br />None <br /> <br />RECOMMENDED ACTION: <br />Make a motion to approve a resolution to adopt and incorporate the 10% Charitable Gambling Use <br />of Funds Policy as part of the existing Finance Policy under Section 7. <br /> <br />ATTACHMENTS: • Updated Finance Policy Section 7 Insert <br />
