<br /> <br /> STAFF REPORT <br /> <br />To: Mayor Fischer and Members of City Council <br /> <br />From: Heidi Heller, City Clerk/HR Manager <br /> <br />Date: October 22, 2025 <br /> Re: New On-sale and Sunday Sales Liquor Licenses –Treasure Bar & Restaurant <br /> <br /> <br />Action To Be Considered: <br />Motion to approve, table or deny the following: <br /> <br />• New on-sale intoxicating and Sunday sales liquor licenses for Alex Chang, owner of <br />Treasure Bar & Restaurant at 2900 Rice Street, Suite 360 for the license period <br />November 1, 2025 to June 30, 2026, subject to satisfactory submission of all required <br />documents and a fire inspection. <br /> <br />Background: <br />Alex Chang has applied for on-sale intoxicating liquor-restaurant and Sunday sales liquor <br />licenses for his new restaurant, Treasure Bar & Restaurant, located at Market Place Center, 2900 <br />Rice Street, Suite 360. This space was formally occupied by the I Love Pad Thai restaurant, <br />which closed earlier this year. This new Asian food restaurant will be open from 11:00 a.m. to <br />1:00 a.m. and have a separate room to reserve for private events, such as birthday parties. Mr. <br />Chang is excited to be in Little Canada. <br /> <br />Mr. Chang has paid the fees and background checks were completed. He is still working on the <br />applications and setting up insurance policies which should be done soon. The license approval <br />will be contingent on receiving all the required documents and a fire inspection being done. <br /> <br />Recommendation: <br />Approve new on-sale and Sunday sale liquor licenses for Alex Chang, owner of Treasure Bar & <br />Restaurant, at 2900 Rice Street, Suite 360. <br /> <br /> <br />
