• Sidewalk Improvements Consistent with the City’s adopted Sidewalk and Trail Map, the City’s long-term vision includes sidewalks along Country Drive. As such, the addition of a sidewalk was evaluated during the preparation of the Feasibility Report. Adding a sidewalk was found to be cost- effective and not overly intrusive to adjacent properties. An informational meeting was held with affected property owners on October 14, 2025. There, the proposed project scope, costs, and funding sources were discussed, providing an opportunity for property owners to comment on the project and ask questions. The property owner of 2885 attended the meeting, as did one of their tenants. Both attendees were supportive of the project and were very pleased to hear that a sidewalk was being proposed. A discussion with the property owner of 2965 Country Drive occurred after the meeting; it was also very positive, and the property owner voiced support for the proposed improvements. Source Of Funds: Street improvements would be funded through the City’s Infrastructure Capital Improvement Fund and special assessments. Sanitary and watermain improvements would be funded through the City’s Infrastructure Capital Improvement Fund. Storm sewer improvements would be funded through the City’s Stormwater Utility Fund. Sidewalk improvements would be funded through the City’s Infrastructure Capital Improvement Fund. Although sidewalk costs were not originally programmed in the 2025-2034 Capital Improvement Plan, the proposed 2026-2035 Capital Improvement Plan will include these costs. Staff Recommendations: Staff recommends that the City Council approve the Resolution to receive the Feasibility Report and Call for an Improvement Hearing for Country Drive (City Project No. 2026-PW40).
