<br />Noted in the graph below, beginning with 2029, the fund is running a deficit fund balance, and it looks like
<br />it will recover beginning with 2035. The deficit is projected because of one proposed large project, the LC
<br />Road 4-3 and Roundabout. There is still $1,625,000 of funding needed for the completion of this project
<br />that has not yet been identified, and the addition of the sidewalk portion of the Country Drive – LC Rd to
<br />So Owasso project, an additional $500,000. The City has already pushed back one year all other street
<br />projects from 2027, as well as planning to access its MSA funds earlier in 2026 and 2028 to keep the fund
<br />balance positive in 2027 and 2028 to have sufficient funds for the LC Road/ Roundabout project.

<br />The trail portion of the Labore Road street project (Centerville to County Road D) was included for
<br />completion in 2028 for $3,300,000 with a $1,500,000 possible MnDOT LRIP grant and in 2033 for
<br />$1,663,900 with a $1,000,000 SRTS grant. If the grants are awarded, they could potentially fund the entire
<br />Labore project or only a part. The total project cost is estimated at $4,963,000. All the grants noted have
<br />been included in the fund balance projection below. If grants are not awarded and the City still desires to
<br />move forward with the project, additional revenues ($2.5 million) would need to be identified.
