Use Identified Funding and Revenue Potential <br />Why identify funding and revenue potential <br />Investing in a community building through identified funding sources ensures the project is financially <br />sustainable and responsibly managed. By combining tax abatement bonds, grant opportunities, <br />and rental revenue, the City can deliver a lasting community asset while trying to limit burden on <br />taxpayers. <br />Recommendations for identifying funding and revenue potential <br />The TAC recommends the city consider utilizing the following funding sources to construct the <br />community building: <br /> <br />• Use tax Abatement authority to issue bonds <br />• Consider a local sales tax – referendum voter approval <br />• Pursue grant funding where available <br />• Plan for revenue generation from rental facility <br />Consider Spatial Planning for Future Infrastructure <br />Why consider spatial planning for future infrastructure <br />Considering spatial planning for future infrastructure ensures the community building and surrounding <br />park spaces function cohesively and efficiently for years to come. By thoughtfully planning parking, <br />storage, and open space, the city can meet current needs while accommodating future growth and <br />preserving the park’s natural character. <br />Recommendations for spatial planning for future infrastructure <br />The TAC recommends building the community building on the parcel recently purchased at 2884 <br />Centerville Road and SW Pioneer Park. The community building will be part of current infrastructure, <br />but future city space needs should be considered. These include: <br /> <br />• Providing ample parking to support building function and existing/future park user needs. Expand <br /> the west parking lot north toward the drainage pond. Expand the east parking lot south and west <br />• Incorporate a new storage facility on the south side of the parcel to provide more room and storage <br /> for parks maintenance and recreation programming <br />• Support passive use from park users around the building, while also providing private space for <br /> event use <br />• Replace athletic courts if they are removed because of this project <br />• Prioritize the preservation of viable trees; replace trees <br />• Extend vegetation along Centerville Road to buffer nearby homes from commercial noise and light, <br /> minimizing neighborhood disruption <br />City of Little Canada Technical Advisory Committee Final Report 21
