STAFF REPORT <br />To: Mayor Fischer and Members of the City Council <br />From: Evan Glunz, Utility Billing/Administrative Support Specialist <br />SCORE Grant Administrator <br />Date: November 12, 2025 <br />Re: 2025-2029 Municipal SCORE Grant Agreement (Signing) <br />Action To Be Considered: <br />Motion to approve, table or deny the following: <br />•Authorizing Mayor Fischer & City Administrator Shearen to sign and execute the new 2025- <br />2029 SCORE grant agreement with Ramsey County. <br />Background: <br />The City of Little Canada receives funding from Ramsey County Public Health through the SCORE <br />grant for use to support waste reduction and recycling-related activities and services in Little Canada. <br />In previous years, the City has had the opportunity to apply for and be awarded the SCORE grant <br />annually. Beginning in 2025, Ramsey County has outlined that the grant agreements will now be <br />entered into every five years rather than annually. The term of the one-year agreement is from January <br />1, 2025, through December 31, 2025, and may be renewed for up to an additional four years as <br />determined by the county. Each renewal year will require a new workplan and a new total award <br />amount. Ramsey County has changed to a longer-term agreement as the conditions of the SCORE <br />agreement have remained unchanged over the years. <br />As the SCORE Grant Agreement is now a five-year agreement, staff is requesting authorization for <br />Mayor Fischer & City Administrator Shearen to sign the 2025-2029 agreement for the SCORE grant. <br />Strategic Priority: <br />N/A <br />Use of Funds: <br />The SCORE grant revenue is budgeted for 2026 in the general fund to cover expenditures in the <br />recycling department. <br />Recommendation: <br />Staff recommends the city council approve the signing and execution of the new 2025-2029 SCORE <br />grant agreement. <br />Attachments: <br />•SCORE 2025-2029 grant agreement with Ramsey County
