MINUTES CITY COUNCIL APRIL 23, 2025 2 STAFF REPORTS ORDINANCE 911, REPEAL AND REPLACE CITY CODE CHAPTER 805, FOOD TRUCKS AND MOBILE VENDORS The City Clerk explained that the action would repeal and replace the chapter of City Code related to wagon vendors, noting that the original ordinance has remained mostly unchanged since its adoption. She stated that the draft language would update the standards to address the behavior of food trucks as they have become more popular. She noted that the city would no longer require permits, as a license and inspection would still be required from the related county or state. Miller recognized that the vendor would need the permission of the property owner, or the city if the property is city-owned land.Mayor Fischer stated that his only concern is that they continue to support their brick-and-mortar restaurants to ensure that they are not impeded by food trucks. Miller introduced the following resolution and moved its adoption: RESOLUTION NO. 2025-4-64 ±ADOPT ORDINANCE 911, WHICH REPEALS AND REPLACES CITY CODE CHAPTER 805, WAGON VENDORS The foregoing resolution was duly seconded by Kwapick. Ayes (4). Nays (0). Resolution declared adopted. ESTABLISH A COMMUNITY BUILDING TECHNICAL ADVISORY COMMITTEE The Parks and Recreation Director provided background information on the concept of a community building, which included the strategic purchase of property for this purpose and a think tank team to begin discussions on the next steps. He noted public engagement that has taken place and will continue, noting that they would like to establish a Technical Advisory Committee and review the proposed membership.He stated that the Parks and Recreation Commission also supports the formation of a Technical Advisory Committee. Mayor Fischer commented that it is important to continue to have the voice of the community and staff, with updates provided to the City Council throughout the process. He supported the action and would like to firm up the design in 2026 with construction in 2027. Malone asked how interested residents would apply to join the committee.The Parks and Recreation Director stated that there is a webpage on the city website dedicated to this project, which includes a link to an online application form. Miller recognized that this is the next step in the Pioneer Park Master Plan.He believed that it is important to have residents as a part of the committee and recognized that there will be limited space available. He asked and received confirmation that public engagement would continue to be a part of the process, and residents who are not able to join the committee can still be involved in that way.
