page 2
about us
Established in 2011, Companion Animal Control (CAC) provides professional animal control and
impound services to over 40 jurisdictions across five counties in Minnesota and Wisconsin, serving
a combined population of more than 400,000 residents. Since its founding, CAC has responded to
over 10,000 animal control-related calls and assisted more than 11,500 animals with safe transport,
sheltering, and reunification or placement.
A Proven Partner for Public Safety & Animal Welfare
CAC was founded by Brit Harmon, an experienced animal welfare professional who holds a
Bachelor of Animal Science from the University of Wisconsin–River Falls and a Master of Public
Administration from Hamline University. Brit is nationally certified as an Animal Control Officer
and holds the Wisconsin Humane Officer Certification, ensuring services meet the highest
standards in both legal compliance and animal care. Under Brit’s leadership, CAC supports law
enforcement, public works, and municipal staff by providing skilled animal handling, field
transport, and compassionate impound care.
The Companion Animal Center – Opening October 2025
To further enhance our services, we are building a dedicated facility—The Companion Animal
Center—located at 1480 Helmo Ave North, Oakdale, MN, adjacent to TLC Veterinary Hospital.
Opening in October 2025, this facility will serve as the primary impound location for all animals in
CAC custody. It is centrally located to efficiently serve our partner communities. In addition to
municipal impound services, the Center will offer public-facing amenities including boarding,
daycare, grooming, and training, allowing us to sustain operations while offering the community an
elevated standard of pet care.
Community Support Initiatives
Our model reinvests in the community. The Companion Animal Center will also host a range of
support programs, including:
A pet food bank for local families in need
A foster dog respite program to assist rescue partners and foster families
Low-cost spay/neuter events in partnership with area clinics and nonprofits
