Staff Report

To: Mayor Fischer and Members of the City Council

From: Heidi Heller, City Clerk/HR Manager

Date: November 12, 2025

Re: Set 2026 Council Meetings & Workshops

Action To Be Considered:
Motion to approve, table, or deny the following:
• 2026 City Council Meeting and Workshop Schedule

Background:
The City Council has traditionally met at 7:30 p.m. on the second and fourth Wednesdays of
each month. Exceptions occur in November and December due to holidays. For November and
December 2026, staff is again recommending holding one regular City Council meeting in
November and two regular meetings in December.

In 2026, the usual 4th Wednesday in November is the day before Thanksgiving, and the 4th
Wednesday of December is the day before Christmas Eve. Staff proposes shifting the first
November meeting to Tuesday, November 10, since November 11 is the Veterans’ Day holiday,
and canceling the second November meeting. Both regular December meetings would be shifted
one week earlier to the 1st and 3rd Wednesdays.

The 2026 League of Minnesota Cities conference is scheduled for Wednesday through Friday,
June 24-26, coinciding with a Council meeting week. Since many Council members and the City
Administrator have been attending this conference, staff suggests the June 24 meeting be moved
to Tuesday, June 23.

Staff also proposes to schedule the Budget Workshop and the 2026 street project assessment
hearing. The Budget Workshop is scheduled for Wednesday, August 19, and the Assessment
Hearings are scheduled for Tuesday, October 6.

Staff suggests scheduling a workshop before every Council meeting instead of only one per
month. Over the last few years, most months have needed two workshops. Adding a workshop
requires Council action, whereas an unneeded workshop can simply be canceled.

Staff Recommendations:
Staff recommends that the 2026 City Council meetings be scheduled as presented. The specific
dates for the proposed 2026 schedule shall be as follows:
