2202-2 <br />properly zoned fitness center. <br />2.No more than three (3) massage therapist individual licenses will be issued to any <br />business establishment. <br />3.Licenses may be denied or rescinded if the premises of the establishments do not <br />meet the requirements of the City Council, and of the building, safety and sanitation regulations <br />of the City of Little Canada, and State of Minnesota. <br />4.Licenses may be denied or rescinded if there is any fraud or deception involved in <br />the license application. <br />5.Licenses may be denied or rescinded if the applicant, licensee or employee of the <br />same fail to comply with, or have a history of violations of the laws or ordinances which apply to <br />health, safety, or moral turpitude. <br />6.The City Council may attach such reasonable conditions to the license as it, in its <br />sole discretion, deems to be appropriate. <br />7.The City may run criminal history checks on any applicant for a license pursuant <br />to this chapter. <br />8.A license for massage therapy business license as an accessory use shall be <br />reviewed annually. No license approved by the City grants the licensee a property right or <br />entitlement to a license. The City Council may refuse to issue, refuse to renew, or may suspend <br />or revoke a license for any reason, and the City will not incur liability for any damages <br />including, but not limited to, direct, consequential, or incidental damages, deprivation of <br />property, loss of income, loss of profits, or loss of livelihood. <br />9.Applications for Massage Therapy Business Licenses will be reviewed and acted <br />upon by the City Council. Applications for Massage Therapist Licenses will be reviewed and <br />acted upon by the City Administrator, subject to compliance with all Code requirements. <br />2202.040. MASSAGE THERAPY ONLY BY LICENSED PERSONS. <br />1.No person shall provide massage therapy without being licensed individually as <br />provided in this chapter. <br />2.Application for license. Any person desiring to be licensed shall file an <br />application on forms provided by the City Administrator. The application shall contain such <br />information as the City Administrator may require, including: <br />a.The applicant's full name, address, social security number, and written <br />proof of age.
