Take no action <br />Maintain the existing code without additional regulation or oversight of non-massage CAHC <br />practices. <br /> <br />Key Considerations: <br />• Requires no new license types or amendments. <br />• Would effectively limit enforcement to businesses advertising or operating explicitly as <br />massage establishments. <br />• Retains current ambiguity and reliance on case-by-case interpretation. <br />Staff Recommendations: <br />All four options outlined above are legally and administratively feasible. Staff are seeking <br />Council direction on the preferred approach before drafting ordinance language.
