1 <br /> <br />CITY OF LITTLE CANADA <br /> <br />COUNTY OF RAMSEY <br /> <br />STATE OF MINNESOTA <br /> <br />RESOLUTION 2025-12-XXX <br /> <br />RESOLUTION ORDERING THE COUNTRY DRIVE REHABILITATION PROJECT <br />(CITY PROJECT 2026-PW-40), AUTHORIZING THE PREPARATION OF PLANS AND <br />SPECIFICATIONS FOR THE PROJECT, AND AUTHORIZING EASEMENT <br />ACQUISITION FOR THE PROJECT <br /> <br />WHEREAS, Country Drive has aging pavement that warrants rehabilitation; and, <br /> <br />WHEREAS, the proposed Country Drive Rehabilitation Project, inclusive of a new <br />sidewalk extension, is included in the City’s 2026-2035 Capital Improvement Plan; and, <br /> <br />WHEREAS, the City Council deems it necessary and expedient for the public health, <br />safety and welfare that the City of Little Canada undertake the Project; and <br /> <br />WHEREAS, it is necessary to acquire certain easements to construct, operate and <br />maintain the Project; and <br /> <br />WHEREAS, the City Council finds that it is reasonably necessary, proper, convenient, <br />and in the interest of the general welfare that the City acquire for the Project the easements <br />identified in Exhibit A attached hereto (“Easements”); and <br /> <br />WHEREAS, the City Council finds that title to and possession of the Easements is <br />required before construction on the Project can begin and before the filing of the final report of <br />the condemnation commissioners to be appointed by the district court; and <br /> <br />WHEREAS, the City has engaged independent real estate appraisers to provide the City <br />with the appraiser’s opinion of damages caused by the City’s acquisition of the Easements; and <br /> <br />WHEREAS, the City has engaged a right-of-way consultant to meet with affected <br />property owners and work to obtain the Easements through voluntary negotiations; and <br /> <br />WHEREAS, a resolution of the City Council adopted the 22nd of October, 2025, fixed a <br />date for a Council hearing on the proposed improvement of Country Drive by mill and overlay, <br />spot curb and gutter improvements, sidewalk installation, and spot utility improvements; and <br /> <br />WHEREAS, Ten days’ mailed notice and two published notices of the hearing was <br />given, and the hearing was held thereon on the 3rd day of December, 2025, at which all persons <br />desiring to be heard were given an opportunity to be heard thereon; <br />
