2 <br /> <br />2. Limit Rental Licensing to One Unit per Property <br />Under this approach, a property with an ADU could not hold two separate rental licenses. Owner <br />occupancy would not need to be codified in zoning but would be addressed through the existing rental <br />licensing ordinance. Staff already verify/address familial and occupancy relationships through signed <br />affidavits and would continue to exercise discretion under that framework. This method avoids <br />duplicating or expanding administrative processes while achieving a similar outcome. <br /> <br />Recommendation <br />Staff recommends that the City Council provide direction on the owner-occupancy and rental licensing issue to <br />allow completion of the final ordinance text. If consensus is reached, staff will prepare the ordinances for formal <br />consideration at the December 17 Council meeting. <br /> <br />Per Section 917 of the Zoning Code, zoning text amendments require approval by two-thirds of the Council. <br />Staff therefore recommends ensuring clear alignment on the preferred approach before advancing to adoption. <br /> <br />Attachments <br />• ATTACHMENT A: 11/12 Workshop Packet
