<br />City of Little Canada – Accessory Structure Ordinance Updates <br />Planning Commission Meeting – October 23, 2025 <br />29 <br />b. Sewer and water service for accessory dwelling units shall be provided through a <br />connection to the existing services for the principal building. Separate service <br />connections may be permitted where the City Engineer determines that connection to <br />existing services is impractical or approves a request from the property owner to do so. <br /> <br />6. Rental and Licensing <br />a. Any rented dwelling unit shall obtain and maintain a valid rental -housing license in <br />accordance with Chapter 3200 of the City Code, and rental for periods of less than <br />three (3) months is prohibited. <br /> <br />7. Addressing <br />Separate addresses may be assigned at the City’s discretion for emergency and postal <br />purposes. <br /> <br />D. Opt-Out of Minnesota Statutes, Section 462.3593 <br />Pursuant to the authority granted by Minnesota Statutes, Section 462.3593, subdivision 9, the City <br />of Little Canada opts out of the requirements of Minn. Stat. §462.3593, which defines and regulates <br />Temporary Family Health Care Dwellings. <br /> <br />Commented [BH48]: This is a best practice. Separate <br />connections are cost-prohibitive. <br />Commented [BH49]: The Planning Commission held a <br />thorough discussion at its October 23 meeting regarding <br />whether to require owner occupancy for ADUs. Consensus <br />was reached to remove this requirement for several reasons, <br />including the variety of individual circumstances that may <br />arise, the relative difficulty of enforcement compared to the <br />City’s rental licensing program, and concerns that the <br />provision would create an unnecessary distinction between <br />owner- and renter-occupied properties. <br />Commented [BH50]: At the workshop meeting, there was <br />a specific desire to not allow ADUs to be AirBnBs or <br />VRBOs. A larger ordinance regulating short-term rentals is <br />advised but is outside the scope of this specific update. <br />Commented [BH51]: More often than not, it will make <br />sense to provide an additional address but it will not affect <br />neighbors addresses (e.g. 515-A Little Canada Rd E.) <br />Commented [BH52]: In the existing code.
