practices. The combined total of individual licenses for both categories shall not exceed three (3) per <br />establishment. <br /> <br />3. Licenses may be denied or rescinded if the premises of the establishments do not meet <br />the requirements of the City Council, and of the building, safety and sanitation regulations of the City of <br />Little Canada, and State of Minnesota. <br /> <br />4. Licenses may be denied or rescinded if there is any fraud or deception involved in the <br />license application. <br /> <br />5. Licenses may be denied or rescinded if the applicant, licensee or employee of the same <br />fail to comply with, or have a history of violations of the laws or ordinances which apply to health, <br />safety, or moral turpitude. <br /> <br />6. The City Council may attach such reasonable conditions to the license as it, in its sole <br />discretion, deems to be appropriate. <br /> <br />7. The City may run criminal history checks on any applicant for a license pursuant to this <br />chapter. <br /> <br /> 8. A business license for massage therapy or complementary and alternative health care <br />practices conducted as an accessory use shall be reviewed annually. No license approved by the City <br />grants the licensee a property right or entitlement to a license. The City Council may refuse to issue, <br />refuse to renew, or may suspend or revoke a license for any reason deemed to be in the best interest of <br />the public health, safety, or welfare. The City shall not be liable for any damages, including but not <br />limited to direct, consequential, or incidental damages, deprivation of property, loss of income, loss of <br />profits, or loss of livelihood.. <br /> <br /> 9. Applications for massage therapy or complementary and alternative health care business <br />licenses shall be reviewed and acted upon by the City Council. Applications for individual practitioner <br />licenses under an approved business license shall be reviewed and acted upon by the City Administrator, <br />subject to compliance with all applicable requirements of this Code. <br /> <br />2202.040. MASSAGE THERAPY AND COMPLEMENTARY AND ALTERNATIVE <br />HEALTH CARE PRACTICES ONLY BY LICENSED PERSONS. <br /> <br />1. No person shall provide massage therapy or complementary and alternative health care <br />practices without being licensed individually as provided in this chapter. <br /> <br />2. Application for license. Any person desiring to be licensed shall file an application on <br />forms provided by the City Administrator. The application shall contain such information as the City <br />Administrator may require, including: <br /> <br />a. The applicant's full name, address, social security number, and written proof of <br />age. <br /> <br />b. The name and address of the establishment by which the applicant expects to be <br />employed. <br />
