CITY OF LITTLE CANADA <br />RAMSEY COUNTY <br />STATE OF MINNESOTA <br />ORDINANCE NO. 924 <br /> <br />AN ORDINANCE AMENDING CHAPTER 915 OF THE ZONING CODE OF THE CITY OF <br />LITTLE CANADA TO ALLOW FOR ACCESSORY DWELLING UNITS AND TO IMPROVE <br />ACCESSORY BUILDING STANDARDS <br /> <br />The Little Canada City Council, Ramsey County, Minnesota does hereby ordain: <br /> <br />SECTION 1. Section 915.020 of the Little Canada Zoning Ordinance is repealed in its entirety. <br /> <br />SECTION 2. Section 915.020 of the Little Canada Zoning Ordinance is adopted to read as follows: <br />915.020 Accessory Buildings and Structures <br />A. Purpose and Applicability <br />1. Purpose <br />The purpose of this section is to establish standards for accessory buildings and structures that <br />support the principal use of a lot while maintaining compatibility with surrounding properties. <br />These provisions ensure that accessory buildings and structure s remain subordinate in scale and <br />use, promote orderly site development, minimize adverse impacts on adjacent properties, and <br />support long-term neighborhood character while allowing flexibility for property owners <br />2. Applicability <br />The standards in this section apply to all accessory buildings and structures, including both <br />attached and detached types, in all zoning districts unless otherwise specified. These provisions <br />apply in addition to the principal use and dimensional standards of each district and should be <br />interpreted in coordination with other applicable provisions of this chapter, including the tables <br />and the requirements of Chapters 904 through 907. Where an overlay district imposes stricter <br />standards, the overlay controls. <br />3. Permit Requirement <br />A zoning permit is required for all accessory buildings and structures unless explicitly exempted <br />by this section. A building permit is required for any accessory building or structure with a total <br />area greater than 200 square feet; in such cases, a separa te zoning permit is not required. <br />B. General Standards <br />1. Use Restrictions <br />Accessory buildings and structures must be used in a manner consistent with the principal use of <br />the lot and the applicable zoning district. Use of accessory buildings and structures for human <br />habitation, dwelling purposes, or home occupations shall comply with applicable provisions of <br />this Code. <br />2. Placement Limitations <br />Accessory buildings and structures shall not obstruct required off -street parking areas, encroach <br />into clear-vision areas as regulated by Section 915.030, or be placed within easements unless <br />explicitly approved by the easement holder, the Zoning Administr ator, and the City Engineer. The <br />placement of accessory buildings and structures relative to one another and to the principal <br />building shall comply with applicable building and fire code separation requirements, which are <br />typically a minimum of ten (10) feet unless a lesser distance is approved through applicable <br />building or fire code provisions. <br />3. Measurement <br />Building height and area shall be measured in accordance with Section 918. <br />4. Structure Count <br />The number of permitted accessory buildings on a lot is limited by the applicable zoning district. <br />Pergolas, gazebos, and other roofed structures count toward this total if they are detached and
