<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Eric Seaburg, City Engineer <br /> <br />Date: December 17, 2025 <br /> <br />Re: Country Drive Sidewalk – Ramsey County CDBG Grant Application <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Resolution of support for an application for Community Development Block Grant <br />(CDBG) funding from HUD administered by the Ramsey County Housing & <br />Redevelopment Authority (HRA). <br /> <br />Background: <br />The planned 2026 Country Drive Rehabilitation Project includes installing a new sidewalk from <br />South Owasso Boulevard to the existing Waterworks Trail Corridor. The proposed sidewalk <br />accounts for approximately $581,000 of the total project cost. <br /> <br />Recently, the Ramsey County HRA announced that its CDBG grant program is accepting <br />applications through January 3, 2026, with selected projects scheduled for board approval on <br />February 17, 2026. This timeline aligns well with the proposed Country Drive project; therefore, <br />staff recommends submitting a grant application for $581,000. <br /> <br />Notably, this same program funded the Twin Lake Boulevard trail improvements in 2023 and the <br />Allen Avenue sidewalk in 2020. <br /> <br />Strategic Priority: <br />The proposed Country Drive sidewalk addresses the 2025-3030 Strategic Priority: Delivering <br />Dynamic Community Spaces by executing plans for trails and pathways. <br /> <br />Source Of Funds: <br />It is estimated that the application will cost approximately $3,000 to complete, using Bolton & <br />Menk’s reduced General Engineering Services rate. If awarded, these application costs are not <br />reimbursable through the grant. <br /> <br />Staff Recommendations: <br />Staff recommends that the City Council pass the resolution of support. <br /> <br />Attachments: <br />• Project Location Map <br />• Resolution
