27

City of Little Canada Personnel Policy
hours worked, up to a maximum of 48 hours of ESST earned per calendar year.

PTO/ESST Leave Accrual Schedule

PTO/ESST and ESST is accrued bi-weekly and is documented on your paystub. All eligible
employees accrue benefits based on length of service and hours worked. Employees earn PTO/ESST
benefits according to the following accrual schedule:

Years of Service Number of Days Accrued Per Year
0-3 Years 18
4-5 Years 20
6-10 Years 23
11-15 Years 25
16-20 Years 28
21+ Years 30

One day of PTO/ESST shall equal eight (8) hours for full-time employees. PTO/ESST accruals are
pro-rated for eligible regular part-time employees. When an employee moves to a new accrual level
based on years of service, the new accrual rate will begin with the first full pay period after the
employee’s 3rd, 5th, 10th, 15th and 20th year anniversary date.

Exempt employees, as designated by the City Administrator, may earn up to an additional 40 hours of
PTO/ESST each year subject to satisfactory performance. The purpose is to compensate employees
who are not overtime-eligible and who regularly work over 40 hours per week and attend meetings
outside of the normal 8:00 a.m. to 4:30 p.m. business hours. These additional PTO/ESST hours will be
distributed in two times per year on the payrolls that include July 1 and December 31.

These additional PTO/ESST hours will be distributed to eligible employees on the final paycheck of
each calendar year and will not be considered part of the 240-hour carryover maximum.

New and exiting employees: In the event an eligible employee begins or leaves employment with the
City, they will receive these additional PTO/ESST hours on prorated basis of 3.33 hours for each
month employed.

Maximum Accumulation

Employees who earn only ESST, can earn up to a maximum of 48 hours of ESST annually. The
unused ESST hours can be carried over to the next year, but at no time can an employee’s accrued
ESST exceed 80 hours.

An employee may not have more than 240 hours of PTO/ESST accrued as of the last day of the last
pay period of the year. All PTO/ESST hours in excess of 240 on January 1 each year will be moved
into a sick bank to be used for the employee’s health or medical leaves.

If an employee prefers to carry over the additional hours as PTO/ESST instead of converting them to
sick time, a written request must be submitted to and approved by the City Administrator prior to
December 31. The written request should include an estimate of the number of hours being carried
over, the reason the employee was unable to use the hours, and the employee’s plan to use the excess
hours in the near future.
